Ever take a cold shower on a hot day or after a workout, and-- even if your skin gets super cold-- you get out of the shower, and start sweating again?
Your skin temperature (what you feel) and your internal core temperature (what you can't feel) are different. Putting a cold towel on your shoulders might make you feel cooler, but all your layers of muscles and fat are insulating layers that make it difficult to change your core temperature.
Radiating internal heat out of your palms through special blood vessels (which are also found in the soles of your feet and upper face) is the most efficient way to change your internal temperature, which is the most important part in getting the performance benefits of heat dumping.
